US freezes foreign aid following Trump-ordered review

The U.S. State Department has issued a “stop-work” order on all existing foreign assistance and paused new aid allocations following President Donald Trump’s directive to review whether aid aligns with his foreign policy priorities.

The directive, approved by Secretary of State Marco Rubio, includes waivers only for military financing for Israel and Egypt. No other countries were mentioned in the communication.

This decision could halt billions of dollars in life-saving aid, with the U.S. being the world’s largest single donor of assistance, having disbursed $72 billion in fiscal year 2023.

Trump, shortly after taking office, ordered a 90-day pause on foreign development assistance to assess its efficiency and alignment with his policies, though the full scope of the order remains unclear.

The State Department has instructed senior officials to ensure no new foreign aid commitments are made and to issue immediate stop-work orders for existing awards, pending Rubio’s review and decision.
