The Ministry of Foreign Affairs, Foreign Employment & Tourism has announced that the United Nations Subcommittee on Prevention of Torture (SPT) will conduct its second visit to Sri Lanka from June 15 to 24, 2026.
According to the Ministry, the SPT previously visited Sri Lanka in April 2019, following the country’s accession to the Optional Protocol to the Convention against Torture (OPCAT) in December 2017.
After joining the protocol, the Human Rights Commission of Sri Lanka (HRCSL) was designated as the National Preventive Mechanism (NPM) to support the implementation of OPCAT in the country.
During the upcoming visit, the four-member SPT delegation will hold discussions at ministerial level and engage with senior officials from relevant government ministries, departments, and institutions.
The delegation is also scheduled to meet representatives of the Human Rights Commission of Sri Lanka as well as members of civil society organizations.
The Ministry stated that Sri Lanka will engage with the Subcommittee in an open, constructive, and transparent manner, in line with its ongoing cooperation with United Nations mechanisms and its international treaty obligations.
The visiting delegation will be led by Aisha Shujune Muhammad of the Maldives and will include members from Poland, Croatia, and Georgia, accompanied by officials from the SPT Secretariat in Geneva.
The visit will be conducted in accordance with the Subcommittee’s mandate under international human rights instruments.
