New rules announced for importing Hybrid & electric vehicles

Customs authorities have announced new regulations for importing motor vehicles, including hybrid and electric vehicles.

The updated rules specify that the Customs value of used vehicles will include the cost of any additional attached bodies, such as freezer truck bodies.

The final authority on import and export decisions rests with the Controller General. If a motor vehicle is imported in violation of these regulations or any other applicable rules, the importer must re-export it within 90 days at their own expense.

Hybrid vehicles are defined as those using both an internal combustion engine and an electric motor for propulsion, while fully electric vehicles rely solely on electric accumulator packs. Vehicles with an electric power source used only for non-propulsion functions, such as an integrated alternator or starter, will not be classified as hybrid electric vehicles.

Additionally, importers must fully complete the E-VDF, providing detailed vehicle information, including make, model, sub-model grade, and engine capacity. The new regulations aim to ensure accurate classification and compliance with import rules for hybrid and electric vehicles in Sri Lanka.
