Motorists exceeding 120 km/h on expressways to face legal action, authorities warn

Motorists driving over 120 km/h on expressways will now face court proceedings, even if fines are paid through the GovPay app, according to DIG of Traffic and Road Safety, Range Indika Hapugoda.

Speaking during a television programme, DIG Hapugoda stated that a new Gazette notification has introduced revised penalties for breaching the expressway speed limit, which remains at 100 km/h.

Under the updated fine structure, motorists driving between 100–120 km/h will be fined Rs. 3,000. Those caught speeding between 120–130 km/h will face a Rs. 5,000 fine, while speeds of 130–140 km/h and 140–150 km/h will incur fines of Rs. 10,000 and Rs. 15,000 respectively. If a vehicle exceeds 150 km/h, court action will be mandatory.

He clarified that court proceedings are now necessary for speeds above 120 km/h, due to the absence of a Rs. 3,000 charge sheet category beyond that range.

DIG Hapugoda also noted that the government has collected Rs. 5.7 billion in traffic-related fines so far this year, surpassing the Rs. 4.7 billion collected in 2024.
