Harsha warns against unlicensed foreign businesses in Sri Lanka

Opposition MP Harsha de Silva has raised concerns over what he described as a “tourism paradox” in Sri Lanka, where tourist arrivals are increasing but overall revenue is declining.

Speaking on the issue, de Silva said a growing number of foreigners are operating unlicensed cafes, bars, surf camps, and tour services while remaining in the country on tourist visas. He warned that payments made through overseas platforms are causing money to flow out of the country, depriving the local economy of much-needed tax income.

He also highlighted the rising problem of overtourism, noting that an influx of budget travellers is placing heavy pressure on popular destinations. According to him, overcrowding is damaging natural attractions and driving up living costs for local communities.

De Silva pointed out that Yala National Park is overcrowded, Sigiriya is under strain, and several beaches are facing pollution, warning that unchecked tourism is gradually eroding the country’s cultural and environmental heritage.

While welcoming innovation and foreign investment, he stressed that all operators must comply with the same regulations, obtain proper licences, generate local employment, and pay taxes.

He called for a transition towards sustainable tourism that focuses on quality rather than quantity, in order to protect Sri Lanka’s attractions for future generations. De Silva urged the government to enforce a clear regulatory framework immediately, cautioning that inaction could harm both national revenue and the long-term sustainability of the tourism industry.
