
The Ministry of Finance, Planning and Economic Development has issued Excise Notification No. 03/2025, introducing a revised fee structure for a wide range of excise-related licences.
The updated regulations, issued under Sections 32 and 25 of the Excise Ordinance, were approved by Parliament on December 5, 2025, and will come into effect on December 12, 2025.
Under the new rules, revised amounts have been set for the Annual Excise Licence Fee, the Security Deposit, and a one-time Industry Entry Fee applicable to various excise licence categories.
The one-time Industry Entry Fee is a non-refundable charge required only once, at the initial issuance of a licence after the implementation of these rules.
According to the notification, if the newly prescribed Security Deposit exceeds the amount previously paid, licence holders must pay the difference to the Commissioner General of Excise within 30 days from the commencement of the new regulations.
The notification also revokes several earlier excise fee regulations, including Gazette Extraordinary Nos. 2049/4 (2017), 2065/57 (2018), 2366/38 (2024) and 2369/32 (2024).
