
The Cabinet has approved a new foreign scholarship programme aimed at providing top-performing G.C.E. Advanced Level (A/L) students the opportunity to pursue their first degree at internationally ranked universities.
As part of the 2025 budget, Rs. 200 million has been allocated to support students with the highest Z-scores in each main A/L subject stream. The initiative aligns with the government’s goal of cultivating “civilized citizens and advanced human resources.”
The programme will offer full scholarships for undergraduate study—up to four years—at English-medium universities ranked among the top 500 globally.
A total of 200 scholarships are planned, with 20 to 50 students expected to be selected in 2025 during the first phase. Candidates will be chosen by an expert panel comprising university professors and doctors.
The proposal was submitted by the Prime Minister in her capacity as the Minister of Higher Education and received Cabinet approval.
