Insurance companies in Sri Lanka have begun issuing Digital Motor Insurance Cards from May 1, 2026, following a joint decision by the Insurance Regulatory Commission of Sri Lanka, the Insurance Association of Sri Lanka, and other industry stakeholders, police said.
To support the new system, the Inspector General of Police has instructed all police stations islandwide to recognise and accept digital insurance documents during inspections and other official procedures.
Under the updated system, motor insurance details can now be accessed through digital cards available via mobile applications provided by insurance companies, while policyholders can also request printed certificates if required.
Police stated that the digital insurance documents are legally valid under the Electronic Transactions Act No. 19 of 2006, which recognises the legal status of electronic records and transactions.
A National Insurance Verification System has also been introduced to allow instant confirmation of insurance policies by both the public and law enforcement authorities. The service can be accessed by dialling *1338# or sending an SMS with the vehicle or policy number.
Authorities have also clarified guidelines for entering vehicle numbers correctly and noted that existing physical insurance cards will remain valid until expiry. Temporary insurance covers will continue for now, though they may be phased out in the future.
Police added that in cases where digital cards cannot be directly displayed, printed copies may be accepted, provided officers can verify the “Active” status through the 1338 system.
